International speakers from countries such as Mexico, El Salvador, Chile, Spain and Peru shared their best practices in security, crime prevention and the creation of safer communities.
«Before thinking about giving weapons to your population, you need to modernize the security forces. What is needed in Latin American societies like ours is political will,» said Carlos Marroquín, director of El Salvador's Directorate for the Reconstruction of the Social Fabric.
«The fall of Joaquín Guzmán is a lesson that when the state imposes itself, there is no one to stand up to it. It is possible to work between the armed forces and the civil police,» explained Manelich Castilla, former Commissioner General of Mexico's Federal Police.
