At the 2nd Ecuadorian Congress of Parliamentary Law, Dr. Pablo Alarcón, Director of the Graduate School of Law of the Universidad de Especialidades Espíritu Santo (UEES), spoke on the Culture of Legality as an essential tool to strengthen the effectiveness and competencies of the National Assembly. His speech emphasized that, in order to build solid and responsible institutions, it is essential to promote civic values and a robust legal education that allows to operate with transparency and efficiency.

Before an audience of legislators, academics and law students, Dr. Alarcón stressed that a Culture of Legality is the basis for citizens to understand and respect the regulatory framework, thus fostering sound governance. “Respect for the law and ethics in the exercise of public functions are pillars that must be instilled from basic education to professional training in law,” he said.

To achieve lasting change, he added, it is essential for the National Assembly to act as a model of transparency and ethics, adopting legal practices that reinforce citizen trust. This vision is aligned with Sustainable Development Goal 17 (SDG 17), which promotes partnerships for development, and with the purposes of the Congress, which seek to create spaces for reflection on the adaptation of parliamentary law to Ecuador's current needs and to strengthen democracy.

This event, which brought together national and international experts and leaders, highlights the fundamental role of parliamentary law, a discipline that goes beyond the creation of laws to inspire an institutional culture of compliance, effectiveness and collaboration, ensuring sustainable development and strengthening democracy in the country.
