Héctor Yépez Martínez is a graduate of Harvard University's Masters in Public Administration, where he obtained a certification in Management, Leadership and Decision Sciences, as well as a Masters in Public Policy from Universidad del Desarrollo.

Lawyer by the Universidad Espíritu Santo. He is founding director of the Academy of Catholic Leaders of Ecuador, of the Ecuadorian Episcopal Conference.

From 2017 to 2021 he was a legislator in the National Assembly of Ecuador, where he chaired the commissions of Citizen Participation and Autonomous Governments.
